Hi John - it is indeed an oil tank. There were 60 J class locomotives built for Victorian Railways by Vulcan Foundry in 1954/55. Half of them were built as coal-fired and the other half built as oil-fired. This particular locomotive still exists in preservation, although it carries the numberplates of J559 (which was the last steam locomotive introduced to service on Victorian Railways).
